A woman waiting for a bus thought she was helping a teenage stranger with her newborn, until a chilling question revealed why the baby had really been placed in her arms.<\/strong><\/p>\n

For more than 25 years, Texas parents who feel they cannot care for a newborn have had another option.<\/p>\n

The state\u2019s Baby Moses law allows a parent to legally surrender an unharmed baby <\/a>who is 60 days old or younger at designated locations, including hospitals, fire stations, freestanding emergency centers and EMS stations.<\/p>\n

Texas became the first state in the country to enact a Safe Haven<\/a> law in 1999, with similar protections eventually spreading across the United States.<\/p>\n

Today, almost every state has some form of Safe Haven law or Safe Haven baby box, although the rules governing where and when a baby can be surrendered vary considerably.<\/p>\n

That option was available in San Antonio on Sept. 13, when police say 18-year-old Karla Ibarra instead left her 1-month-old son with a woman she had never met.<\/p>\n

That day, the teenager was in downtown San Antonio when, around 10:45 p.m., she approached Jennifer Benavides, asking to use the woman\u2019s cell phone while she waited for her bus.<\/p>\n

It seemed like an ordinary request from a stranger, but within moments, the encounter took an alarming turn as Benavides found herself holding Ibarra\u2019s newborn<\/a>.<\/p>\n

\u201cVery beautiful baby. Handsome,\u201d Benavides told KSAT<\/a> about the 1-month-old baby.<\/p>\n

Then came the question that made it clear this was no ordinary interaction.<\/p>\n

\u201cWell, do you want him? I\u2019m going to give him away. I\u2019m going to give him to somebody,\u201d Benavides recalled the mother<\/a> telling her.<\/p>\n

And Ibarra allegedly had more than the baby ready to hand over.<\/p>\n

\u201cShe begins handing me her his uh birth certificate, his Medicaid, his social security card,\u201d Benavides told KSAT.<\/p>\n

Teenage mom takes off in Uber<\/h2>\n

Faced with a young mother who seemed determined to leave her son behind, Benavides tried to change her mind rather than let her walk away.<\/p>\n

She persuaded Ibarra to take her to a nearby friend\u2019s home, where Benavides cared for the boy, feeding him and changing his diaper as they tried to figure out what to do next.<\/p>\n

Police were called, but Ibarra reportedly ordered an Uber and left before officers arrived, leaving her son in Benavides\u2019 care.<\/p>\n

Authorities later arrested Ibarra after she returned to the area, while Child Protective Services confirmed the baby was placed with relatives.<\/p>\n

Resources help moms in crisis<\/h2>\n

The teenager was charged with abandoning and endangering a child with intent to return, according to Bexar County court records cited by People<\/a>. Her bail was set at $7,000.<\/p>\n

Benavides was shaken by how quickly an ordinary night turned into something she never imagined, but she was also relieved the baby ended up in safe hands.<\/p>\n

\u201cI can\u2019t take any credit for that. God just put me at the right place and the right time,\u201d she told KSAT. \u201cIt\u2019s upsetting to know that even with all the resources that we have out there that someone would do this.\u201d<\/p>\n
