Eighteen-year-old Jillian Ludwig, a freshman at Belmont University, had laced up her sneakers and gone out for a walk \u2014 a simple, quiet break from college life. She had no way of knowing it would be her last.<\/p>\n<div id=\"newsner-e7a433cf4089d16160a885ef8a54e245\" class=\"newsner-e7a433cf4089d16160a885ef8a54e245 newsner-bluebillywig_instream\"><\/div>\n<p>Jillian never came back from that walk.<\/p>\n<div class=\"code-block code-block-3\"><\/div>\n<p>A stray bullet, fired blocks away during an unrelated shooting, struck her in the head. She wasn\u2019t discovered for nearly an hour. By the time she reached the hospital, her condition was described as \u201cextremely critical.\u201d Overnight, the news no family should ever hear was delivered: Jillian was gone.<\/p>\n<div id=\"newsner-4d0569f5549e601a7567b4825663ad22\" class=\"newsner-4d0569f5549e601a7567b4825663ad22 newsner-incide_content_once\"><\/div>\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-171918\" src=\"https:\/\/cdn-main.newsner.com\/wp-content\/uploads\/sites\/11\/2025\/06\/19135057\/jillian1.jpg\" alt=\"\" width=\"423\" height=\"507\" \/><figcaption class=\"wp-element-caption\">Screenshot<\/figcaption><\/figure>\n<p>Her death sent shockwaves across Tennessee in 2023, when this happened.<\/p>\n<div class=\"code-block code-block-4\"><\/div>\n<p>Not only for its senselessness, but because of who pulled the trigger and how he was free in the first place.<\/p>\n<h2 id=\"h-a-broken-system-let-her-killer-walk-free\" class=\"wp-block-heading\"><strong>A broken system let her killer walk free<\/strong><\/h2>\n<p>Shaquille Taylor, the man accused of firing the gun that killed Jillian, wasn\u2019t targeting her.<\/p>\n<p>Authorities say he was aiming at a car near the Edgehill MDHA housing complex when one of the bullets strayed.<\/p>\n<p>Police also stated that Taylor, who was arrested, confessed to firing the shots before handing the gun off to someone else. Since then, the legal process has been ongoing, but Taylor has yet to be convicted for Jillian\u2019s murder.<\/p>\n<div id=\"newsner-1605113458\" class=\"newsner-article_inside_content\"><\/div>\n<div id=\"newsner-8e25329775d9c2cf71ec5f1bc065cdc7\" class=\"newsner-8e25329775d9c2cf71ec5f1bc065cdc7 newsner-amp_article_inside_content\"><\/div>\n<p>What stunned the public even more was the realization that the entire tragedy might have been preventable. Before the killing of Jillian, Taylor had faced serious charges, including aggravated assault with a deadly weapon.<\/p>\n<p>Yet three different psychiatric evaluations had found him incompetent to stand trial. And under Tennessee law at the time, if someone wasn\u2019t considered a danger to themselves or others, they couldn\u2019t be held \u2014 not even in a mental health facility. The charges against Taylor were dropped. He was released.<\/p>\n<p>And just months later, Jillian was dead.<\/p>\n<h2 id=\"h-jillian-s-law-a-legacy-no-one-asked-for\" class=\"wp-block-heading\"><strong>\u201dJillian\u2019s Law\u201d \u2014 A legacy no one asked for<\/strong><\/h2>\n<p>What followed Jillian\u2019s death was swift and rare: bipartisan action.<\/p>\n<p>Lawmakers, deeply affected by the outrage and heartbreak pouring out from every corner of Tennessee, came together to draft what\u2019s now known as\u00a0<em>Jillian\u2019s Law<\/em>.<\/p>\n<p>It closed the very loophole that allowed Taylor to walk free. As of July 1, 2024, anyone found incompetent to stand trial in Tennessee must be transferred to a mental health facility \u2014 no more falling through the cracks.<\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-instagram wp-block-embed-instagram\">\n<div class=\"wp-block-embed__wrapper\"><iframe id=\"instagram-embed-0\" class=\"instagram-media instagram-media-rendered\" src=\"https:\/\/www.instagram.com\/p\/CvWINKHssh6\/embed\/captioned\/?cr=1&amp;v=14&amp;wp=640&amp;rd=https%3A%2F%2Fen.newsner.com&amp;rp=%2Fnews%2Fthe-tragic-story-of-jillian-ludwig%2F#%7B%22ci%22%3A0%2C%22os%22%3A4445%7D\" height=\"910\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-instgrm-payload-id=\"instagram-media-payload-0\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/figure>\n<p>Her death was the catalyst, but she wasn\u2019t the only one failed by the system. Jillian\u2019s aunt, Geri Wainwright,\u00a0<a href=\"https:\/\/www.wsmv.com\/2025\/06\/17\/its-been-nearly-one-year-since-jillians-law-took-effect-heres-what-lawmakers-say-has-happened-since\/\" target=\"_blank\" rel=\"nofollow noopener\">put it bluntly<\/a>:<\/p>\n<p>\u201cThis was not an isolated case. There were hundreds of people in the city of Nashville that had been let loose after being found incompetent to stand trial.\u201d<\/p>\n<div id=\"newsner-371450582\" class=\"newsner-article_inside_content\"><\/div>\n<div id=\"newsner-8807e7fcbd9a4d70a5a4dd96d1c2d153\" class=\"newsner-8807e7fcbd9a4d70a5a4dd96d1c2d153 newsner-amp_article_inside_content\"><\/div>\n<p>The law also led to a modest increase in mental health bed capacity, including at the Harold Jordan Center \u2014 from six beds to twelve. Advocates say it\u2019s still far from enough.<\/p>\n<h2 id=\"h-she-should-still-be-her-e\" class=\"wp-block-heading\"><strong>\u201dShe should still be her<\/strong>e\u201d<\/h2>\n<p>During court hearings that continued into June 2025, psychologists testified that Taylor displayed clear signs of intellectual disability and was unable to grasp even the basic elements of a trial<\/p>\n<p><a href=\"https:\/\/www.newschannel5.com\/news\/is-the-man-accused-of-killing-belmont-student-jillian-ludwig-competent-to-stand-trial-thats-up-to-a-judge\" target=\"_blank\" rel=\"nofollow noopener\">One expert<\/a>\u00a0said, \u201cI have not seen an expert ever offer that opinion about Mr. Taylor,\u201d referring to him being fit for court.<\/p>\n<p>Shaquille Taylor\u2019s defense team brought forward several witnesses, including relatives and mental health professionals who had assessed him in the past.<\/p>\n<p>\u201cSometimes it seems like his facial expressions show he\u2019s kind of confused about a conversation,\u201d said Edward Sampson, Taylor\u2019s uncle.<\/p>\n<p>Angela Domenick, who shares a child with Sampson and currently has custody of Taylor\u2019s young child, added, \u201cForgetfulness, if you say certain things, he, you know, he doesn\u2019t understand exactly what you\u2019re saying.\u201d<\/p>\n<p>In the courtroom, both Jillian\u2019s and Taylor\u2019s families sat silently. No one spoke to reporters. There wasn\u2019t much left to say \u2014 just sorrow, frustration, and a question that haunts many:\u00a0<em>Could this have been prevented?<\/em><\/p>\n<h2 id=\"h-he-has-a-driver-s-license\" class=\"wp-block-heading\">\u201dHe has a driver\u2019s license\u201d<\/h2>\n<p>Jillian Ludwig\u2019s loved ones are now clinging to hope that Judge Steve Dozier will rule that Taylor is competent to stand trial. He currently faces charges of felony murder and evidence tampering in connection with her death.<\/p>\n<div id=\"newsner-895611744\" class=\"newsner-article_inside_content\"><\/div>\n<div id=\"newsner-439f21d9531a914b55660f18daec6394\" class=\"newsner-439f21d9531a914b55660f18daec6394 newsner-amp_article_inside_content\"><\/div>\n<p>\u201cThere\u2019s no closure, there\u2019s no resolution until there is justice for Jillian,\u201d said her aunt, Geri Wainwright.<\/p>\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-171919\" src=\"https:\/\/cdn-main.newsner.com\/wp-content\/uploads\/sites\/11\/2025\/06\/19135124\/metro.jpg\" alt=\"\" width=\"500\" height=\"518\" \/><figcaption class=\"wp-element-caption\">Metro Nashville Police<\/figcaption><\/figure>\n<p>\u201cIt is our contention and belief that he was absolutely competent to stand trial,\u201d said Wainwright to\u00a0<a href=\"https:\/\/www.newschannel5.com\/news\/friends-rally-for-justice-in-belmont-student-jillian-ludwigs-shooting-death-as-competency-hearing-begins\" target=\"_blank\" rel=\"nofollow noopener\">Newschannel5.<\/a>\u00a0\u201dHe has a driver\u2019s license, he can lock and load a gun. He can get rid of a weapon after he commits a crime because he knows that is evidence.\u201d<\/p>\n<p>On June 16, a group of Ludwig\u2019s family members and close friends gathered outside the Metro Courthouse, holding signs and chanting \u2014 united in their call for justice.<\/p>\n<h2 id=\"h-a-second-law-for-jillian\" class=\"wp-block-heading\"><strong>A second law for Jillian<\/strong><\/h2>\n<p>This July, further changes will take effect under\u00a0<em>House Bill 1177<\/em>, building on Jillian\u2019s Law. The new rules extend the window during which misdemeanor charges can be refiled if a suspect regains competence \u2014 from 11 months and 29 days to two full years. It also closes a loophole that once allowed people to walk out of court-ordered treatment the moment their charges were dropped.<\/p>\n<p>Now, if someone is released from custody or treatment, the court must receive an outpatient plan that considers public safety \u2014 a safeguard that didn\u2019t exist when Taylor was freed.<\/p>\n<h2 id=\"h-if-it-took-her-death-for-change-to-occur\" class=\"wp-block-heading\"><strong>\u201cIf it took her death for change to occur\u2026\u201d<\/strong><\/h2>\n<p>Jillian\u2019s friend, Gilda Colaiaco, expressed what many were thinking:<\/p>\n<p>\u201cIf it took her death for change to occur,\u201d Colaiaco\u00a0<a href=\"https:\/\/www.wsmv.com\/2025\/06\/17\/its-been-nearly-one-year-since-jillians-law-took-effect-heres-what-lawmakers-say-has-happened-since\/\" target=\"_blank\" rel=\"nofollow noopener\">said<\/a>. \u201cThat\u2019s just how it happened. I mean, that\u2019s just the way things went.
